Summary or Description of proposed Legislation (What will the bill do?)

 

AN ACT CONCERNING PERMIT TO CARRY PISTOLS AND REVOLVER RECIPROCITY WITH OTHER STATES.  Allow reciprocity of permits or licenses to carry pistols and revolvers to holders from other states if those states meet the standards of Connecticut carry permits to carry pistols and revolvers.

 

Statement of Purpose: (What is the reason for the bill?)

 

Allow residents of the United States who are nonresident of Connecticut to carry pistols and revolvers in this state if the nonresident is in possession a valid permit or license and that state’s criteria for issue to carry a concealed firearm/pistol or revolver meets or exceeds Connecticut standards as determined by the Commissioner of Public Safety

Attachments:

 

(NEW) (Effective October 1, 2008) (1) A resident of the United States who is a nonresident of Connecticut may carry a pistol or revolver while in this state if the nonresident: (a) Is 21 years of age or older; and (b) Has in his or her immediate possession a valid permit or license to carry a concealed firearm/pistol or revolver issued to the nonresident in his or her state of residence provided: (1) the nonresident has attained the age of twenty-one; (2) the mandatory firearms training requirement meets or exceeds Connecticut standards; and (3) the nonresident home state conducts a national criminal history check prior to issue. The nonresident is subject to the same laws and restrictions with respect to carrying a pistol or revolver while in Connecticut as a resident of this state who is so permitted.

 

(2) The Commissioner of Public Safety shall designate and notify states which meet the standards above of Connecticut carry of concealed firearm/pistol or revolver reciprocal policy and acceptance of their license or permit.

 

(3) If the resident of another state who is the holder of a valid permit or license to carry a concealed firearm/pistol or revolver issued in another state establishes legal residence in this state by registering to vote or making a statement of domicile, the previous state license or permit shall remain in effect for 90 days following the date on which the holder of the permit or license establishes legal state residence. This section applies only to nonresident concealed firearm permit or license holders from states with which Connecticut honors reciprocity.
