The normal Legislative Session ENDED June 6. A Special Session followed soon after to consider the Budget, when some of these DEAD bills could have been resurrected, but nothing materialized. No Sportsmen's bills were considered during the Veto Session. Remember, nothing is truly DEAD until the end of the session.
We had fully expected an "Assault Weapon" amendment to be placed on one of the gun bills below, as the proponents stated they would do. They did just that, but through your efforts in communicating to legislators we WON A SIGNIFICANT VICTORY in the House after the Senate had passed an onerous "Assault Weapon" bill.

This bill expanded certain powers of the Department of Environmental Protection (DEP) commissioner regarding wildlife but restricts his powers in other ways. It identifies specific activities that fall under his powers with regard to fisheries and wildlife management. Allows the commissioner to authorize a municipality, under certain circumstances, to take deer and Canada geese by any method (bait, by jacklight, and certain other methods) the commissioner finds consistent with professional wildlife management principles and scientifically accepted principles of ecosystem-based management. A municipality must decide to take deer by a majority vote of its decision-making body. The municipality must submit a plan to the commissioner for his approval describing (1) the extent and degree of the nuisance or damage the deer have caused; (2) the proposed methods of taking the deer; and (3) other lethal and non-lethal options that have been proposed, considered, or implemented.

The bill makes an out-of-state resident ineligible for a license if his home state does not extend reciprocity to Connecticut residents. The bill also: (1) extends the validity of the license from one to two years, (2) increases the fee from $50 to $100, (3) waives the license fee for municipal employees, (4) allows the DEP commissioner to set the license renewal schedule, rather than requiring that all licenses expire on December 31, and (5) requires licensees to report to the commissioner by a date he specifies, rather than by February 1, annually, on the techniques they used to control animals.
